Dr. Albert Butare (Rwanda)
Former Minister of State In Charge of Energy, Water and Communication; Republic of Rwanda and CEO, Africa Energy Services Group Ltd

Dr. Albert Butare is former Minister of State for Infrastructure in the Republic of Rwanda, has over thirty years of energy, water, and communication experience in Africa. Skilled in high level public sector policy and project development and implementation, engineering, social and economic development, his education background includes a PhD in energy policy formulation, tools and instruments for effective implementation.

Following his Ministerial engagement, Dr. Butare has been assisting a number of countries directly or under multilateral cooperation with various institutions including the World Bank, European Union Commission, African Development Bank, UN Economic Commission for Africa, on policy and strategy related to energy and climate change. A major focus of his has been on Sustainable Energy for All initiatives including development of the Action Agenda and investment prospectuses. Dr. Butare has been assisting a number of foreign private companies and organizations seeking to invest in Africa.

Dr. Butare was Co-Chair of the Bonn led Nexus process all through to Rio de Janeiro during the Sustainable development summit in 2012 and also contributed to the development of Sustainable Development Goals. Since then, he has been a global nexus advocate focussing on energy, water, food, and climate change. He is on the Advisory Board of “Water-Energy-Food-Climate Nexus: Linking Science, Policy, and Practice”, an event that is held annually at the University of North Carolina.

Dr. Butare is currently CEO of Africa Energy Services Group Ltd based in Kigali, Rwanda with a branch in Dar es Salaam.
